Profile and background:

Débora Sotto is a partner in the Urban and Environmental Law area at Tojal Renault Advogados. She joined the firm with extensive experience and the objective of implementing the area.
With more than 20 years of experience working in the public sector, she held important positions at the Federal Attorney General Office (AGU), at the São Paulo City Hall, and at the Municipal Department of Urban Development (SMDU).

Since 2003 she has been a City Attorney for the City of São Paulo, working in the areas of planning and urban development, environment, and housing.
Besides her work in the public sector, she worked between 2006 and 2009 as a Tax Law professor at Faculdade Santa Marcelina (FASM).
Currently, she is a researcher at the Institute of Advanced Studies at the University of São Paulo (USP), institution where she did her post-doctorate in Global Cities.

She is a collaborating researcher of the Synthesis Center USP Global Cities of the Institute of Advanced Studies of the University of São Paulo, under the supervision of Prof. Arlindo Philippi Jr., with the project “Climate Crisis and Decarbonization of Cities in Brazil: strategies, techniques and solutions in urban governance for carbon neutral cities”.
She was also a prosecutor for the National Institute of Social Security (INSS) between 2002 and 2003

  • Post-doctorate from USP Synthesis Center Global Cities of the Institute for Advanced Studies of the University of São Paulo, 2021;
  • Postdoctoral fellowship by the Department of Environmental Health of the College of Public Health of the University of São Paulo, 2018;
  • PhD in Urban Law from the Pontifícia Universidade Católica de São Paulo, 2015;
  • Professional master’s in international environmental law from the University of Limoges, 2011;
  • Master’s in State Law – Tax Law from the Pontifícia Universidade Católica de São Paulo, 2005;
  • Specialization in Business Law (MBA-FGV), 2003;
  • Bachelor in Law from Universidade de São Paulo, 1998.
