DOCTORATE DEGREE | APPROVAL | RENATA ROCHA VILLELA

University of São Paulo | 04/12/2019

On Friday (04/12/2019), the firm’s lawyer, Renata Rocha Villela, obtained the title of Doctor of State Law (Constitutional Law subarea) by the University of São Paulo (USP), after being approved by the board composed by Professors José Levi Mello do Amaral Junior (advisor), Sebastião Tojal, Carlos Bastide Horbach (all from USP), Luciana Ramos (FGV-SP), Marilda da Silveira and Daniel Falcão (both from IDP-Brasilia).

The thesis, entitled “Political parties and constitutionality control: the strategic use of abstract control actions”, started from the realization that the associations are among the legitimate assets that propose the most constitutionality control actions. To understand the aims pursued by the acronyms with such practice, the author analyzed the proposed actions between 1995 and 2017, which allowed her to identify that their parties make use of them mainly to present opposition, defend the interests of the political class, arbitrate conflicts and defend fundamental rights. In the end, the thesis proposes a reflection on the effects of the practice, as it adds bottlenecks to the implementation of policies aimed at changing the status quo, promotes the displacement of opposition to the sphere of the judiciary and gives rise to the discredit of the Political Powers.
